Emily Zitser Senior Vice President and Deputy General Counsel

Ms. Zitser oversees the Corporate and Health Services Practice Groups and provides counsel related to provider networks and contracting, member appeals, pharmacy, lab, procurement, and other matters.

Since joining Independence in 1996, Ms. Zitser has led numerous strategic initiatives on behalf of the organization and offered legal insight for countless negotiations with health care providers. She played a key role in the creation and evolution of Tandigm Health, a physician network that helps primary care physicians and specialists provide higher quality, more coordinated care.

Ms. Zitser serves as assistant secretary of Vista Health Plan, Inc. She was secretary of the Board of Riverbend Environmental Education Center for nearly 10 years and has also provided pro bono legal work for Philadelphia VIP, which offers legal services to low-income residents and families.

She is a graduate of the University of Pennsylvania and Temple University School of Law.
